
U.S. GOVERNMENTAL EMPLOYEES INTENDING TO SUBMIT to the 41st ISOC
Due to the shutdown of the U.S. Government, we understand that certain authors are prevented from completing their research or obtaining approval, and are therefore, unable to submit their completed papers for ISOC consideration by the deadline of 12 November 2025. For this reason, the Program Co-Chairs have created an exception for these authors, allowing them to submit and participate at the Symposium. This exception/extension ONLY applies to papers that are authored/co-authored by U.S. governmental employees and contractors, which require government approval for submission, and are unable to submit a completed paper by 12 November 2025 (23:59 PST). No other extensions or exceptions will be granted.

To secure your submission slot you must submit a one-page “Holding Paper” using the template provided by the submission deadline of 12 November 2025 (23:59 PST). The deadline for the submission of your completed 4-page paper will be two weeks from the date of the U.S. Government opening. In the event that the shutdown is not resolved by end of 2025, the extension policy will be re-evaluated.

Formatting
The required elements for your one-page holding paper are:

Government Employee Institution/Affiliation justifying the extension.

Accessible Email Address for Corresponding Author

Co-Author Names

Co-Authors contributions to the research/paper (Identify authors by initials; separate authors by semi-colon)

Include the following statement: “One or more of the authors of this paper are employed at a US Governmental facility and are unable to submit a completed paper by 12 November 2025 at 23:59 PST.”

Include the following statement: “I agree to submit a completed 4-page paper within two weeks of access to the U.S. Governmental facility.”

You must title your PDF attachment as “HOLDING_PAPER-[LastName]”.

Submitting
All one-page holding papers must be submitted through Microsoft's Conference Management Toolkit (CMT), which is specifically designed for academically based conferences.
